	(i) The base data must be re-entered
	This may be done by updating data and factors, mostly in red; however some care is needed
	to make sure all factors updated; personnel may be added by careful row insertion; this will
	require update of macros; the macros themselves may be revised to not need this update
	(ii) Multiply costs by appropriate factors
	Inflation from 2013 to calculate initial outlay and initial annual expense
	Estimated inflation from new base year to calculate subsequent annual expense
